The Typhoon Manwar Recovery (TMR) project was initiated at Andersen Air Force Base, Guam, in the wak of the devastating Typhoon Marwar in May 2023.    

The multi-million project ran for about 2.5 years from June 2023 – aiming to renovate and construct Base facilities to restore full mission capability for the US Air Force. 

 The scope included 63 individual building projects, each with multiple subcategories such as generator installations, fire pumps, HVAC repairs, and extensive structural and electrical work. 

 The overarching objective was to return fully operational facilities to the Air Force, thereby enhancing operational readiness and supporting assigned missions. 

2. Challenge 

  • Guam is a small island with limited subcontractors and building materials. 

  • Ongoing typhoon recovery meant competition for resources and manpower. 

  • US regulations required materials to be sourced from approved countries, increasing costs and slowing procurement. 

  • Shortage of skilled workers locally; needed to bring in staff from the US mainland. 

  • Safety concerns due to cement walls and possible unexploded ordnance from WWII. 

3. Solution 

  • Procured materials globally, focusing on US-approved sources. 

  • Hired local subcontractors first, then brought in skilled workers from the US. 

  • Leadership and quality teams were sourced from the US to maintain standards. 

  • Used wall scanners and ground-penetrating radar for safe construction. 

  • Tracked building completion and assigned responsibility to superintendents and foremen for efficiency. 

4. Outcome 

  • Completed renovations and repairs for 63 buildings, including:  

    • 8 generators 

    • 12 transfer switches 

    • 27 HVAC units replaced 

    • 25 roofs repaired 

    • 63 roll-up doors 

  • Improved operational readiness for the US Air Force. 

  • Positive impact on Guam’s economy through local hiring, rentals, and purchases. 

  • Hosted community events and made charitable donations. 

  • Helped foster peace and security in the Pacific region by supporting Air Force missions.
