Delivering mission-critical power to a remote military installation

Challenge: 

In the aftermath of Typhoon Mawar in May 2023, a military base on a remote island in the Pacific required resilient backup power for critical operations, including communications, air traffic control and fire suppression.  Each site required unique engineering; in addition, all components were reviewed for compliance with the Buy American Act, requiring detailed documentation of every U.S.-made fitting, conduit and fastener. The submittal process alone totaled thousands of specification sheets, completed over 2.5 weeks by a dedicated documentation team.  

Solution 

The project encompassed more than a dozen installations integrating 14 Cummins industrial generators ranging from 20 kW to 500 kW, paired with automatic transfer switches from 125 A to 1,600 A, distribution panels, Clark fire pump engines and Convault ballistic-rated, concrete-encased fuel tanks.  

The fully integrated solution included new conduit and electrical systems, on-site foundation pours and seamless power transitions designed to safeguard mission-critical operations. Every system was engineered for resilience, redundancy and compliance with the Buy American Act, meeting the military’s rigorous standards for performance and documentation. 

Implementation and Timeline 

December 2023 Site assessment and scoping across all mission-critical buildings 

April 2024 Initial mobilization and decommissioning; electrical planning and design validation by Total Energy’s master electrician 

2024-2025 Sequential installation and commissioning visits – four in total – to execute, test and certify each facility 

October 2025 Final commissioning and turnover of all systems
